Design Project Management

The Design Project Management Section of the Transportation Engineering Division is responsible for the delivery of the County’s Transportation Capital Improvement Work Program. These projects include major rehabilitation or construction of roadways and bridges that are funded through gas tax dollars, grants and/or impact fees. The Design Project Management Section manages the design of these improvement projects through contracts with outside consulting firms.

The need for a capital improvement and its funding is identified by the Board of County Commissioners in the “Annual Update and Inventory Report/Capital Improvement Element Schedule.” By Board action, each improvement goes through a planning, design and construction phase. The project managers in the Design Project Management Section are responsible for the design phases of the improvements.

The vision of the Design Project Management Section is to provide infrastructure improvements that will satisfy the needs of the stakeholders in Collier County. The mission is to deliver these capital improvements on time and within budget. In order to accomplish this mission, this section is committed to both the theory and practice of engineering; adherence to current design standards and principles; preservation and protection of the natural resources; enhancement of the health, safety and welfare of the public; treating all customers with fairness, dignity and the utmost respect; and managing public funds so that the finished product for each project is high quality and the best possible value for the money.

Road Construction / CEI

During the construction of improvements to the county’s roadways, intersections and bridges, the Road Construction / Construction Engineering Inspection (CEI) team is in place to confirm that construction work is done in conformance with applicable permits, design plans and specifications.

CEI team members are experienced professionals with construction backgrounds who oversee road construction projects. They are also responsible for administering road construction contracts. The administration of a construction contract includes:

reviewing a contractor’s pay requests to affirm that work items presented for payment truly represent the work completed;
issuing work directive changes, which enable a contractor to proceed with work when unanticipated issues force amendments to the contract documents; and
issuing change orders, which are instruments by which the contract documents are amended for such items as changes in the scope of work and time extensions.

Added attention must be given by CEI staff to stringent requirements for administration of projects that receive state or federal funding through grants or other agreements. It is the staff’s responsibility to be thoroughly knowledgeable on the protocol of the governmental agency and the required documentation needed for each project.

Vanderbilt Beach Road Extension Phase 2 (16th St. NE to Everglades Blvd.)

VBRX II location map small This approximate two-mile new roadway extension will continue Vanderbilt Beach Road to Everglades Blvd. (Extension Project Phase I is currently being constructed up to 16th St. NE). Phase II will be initially constructed as an undivided two-lane roadway with shoulders, curb and gutters, and a paved multi-use pathway The initial improvement is being designed within a four-lane divided roadway right-of-way footprint which will accommodate future projected traffic volumes. A 30 Percent Design Plans Public Information Meeting will be held on Wednesday, June 5, at the UF/IFAS Extension Office, Multipurpose Room, 14700 Immokalee Road, Naples, FL 34120. The meeting will be an open house format from 5 p.m. to 7 p.m. There will not be a formal presentation. The consultant has prepared a handout for this project.

Airport Road Widening Project (from Vanderbilt Beach Road to Immokalee Road)

Airport Road Widening The project will widen the Airport Road corridor into a six-lane divided urban arterial roadway by adding an additional travel lane in each direction and on-street bicycle facilities. Travel lanes are being planned as 11-feet wide. In addition, plans call for a 22-foot raised median, curb and gutter and reconstruction of sidewalks along both sides of the roadway, a closed drainage system, street lighting and minor traffic signal improvements. Design for the roadway improvements is anticipated to be completed by Spring 2025; construction may begin as early as summer of 2026.

A public information meeting on Tuesday, Dec. 5, 2023 informed the residents about the 30 percent design stage. The display boards showed the 30% planned layout of the roadway and the typical sections. There was also a handout which includes a comment sheet.

Vanderbilt Drive Sidewalk Project (from Vanderbilt Beach Rd to 109th Ave N)

Vanderbilt Drive Sidewalks This project involves constructing a 5-foot concrete sidewalk on the east side of Vanderbilt Drive. A pedestrian crosswalk and Rapid Rectangular Flashing Beacon (RRFB) will also be added to allow pedestrians and bicyclists to cross to the west side of Vanderbilt Drive where the sidewalk continues from 109th Ave. N. to 111th Ave. N. Construction could start in late summer/early fall of 2024.

An open house style public information meeting was held on Thursday, Jan. 18. The design team presented the project layout and typical section as well as an overview of the current Naples Park area projects. Comments were received during the meeting as well as via email/mail afterwards.

16th Street NE Bridge Project (from Golden Gate Blvd to Randall Blvd)

16th Street North East Project Diagram The project is located along 16th Street NE between Golden Gate Boulevard and Randall Boulevard. The project will help improve safety and accommodate emergency response times within the Golden Gate Estates area.

The project includes:

Two 11-foot travel lanes with 6-foot shoulders (4-foot paved plus 2-foot unpaved) along the entire length of the project
6-foot concrete sidewalk on the west side of the roadway
New bridge over Golden Gate Main Canal with two 12-foot travel lanes (one in each direction), a 6-foot shoulder on the west side and 12-foot shoulder on the east side.
New traffic signal at intersection of 16th Street NE and Randall Boulevard

A public information meeting on the project’s 60 percent design plans stage was held on Thursday, June 15, 2023. A handout has been created with all relevant information as well as conceptual maps (2 pages) and a typical section display.

Vanderbilt Beach Road Widening Project from East of US 41 to East of Goodlette-Frank Road

(Project Manager: Dennis McCoy, P.E.)

Vanderbilt Beach Road US41 to Airport Location Map This road widening project will expand Vanderbilt Beach Road from four to six lanes and extend approximately 1.8 miles from just east of US 41 to approximately the intersection of Vanderbilt Beach Road and Fontana Del Sol Way.

Much of the lane expansion will occur in the existing median. The project will include: improved roadway intersections at Strada Place and Goodlette-Frank Road; maintaining existing sidewalks and providing bike lanes; improved drainage throughout the project area.

The final design plans are currently under review and construction is slated to begin in fall of 2024.

Collier Boulevard Widening Phase III

Collier Blvd Phase III The project is located along Collier Boulevard between City Gate Boulevard North and Green Boulevard. The project involves widening Collier Boulevard from four- to six-lanes within the project limits (approximately 2.1 miles). This is the final project, in a series of five projects, to improve 15 miles of Collier Boulevard, from US 41 to Immokalee Road, to a six-lane roadway. This project includes widening within the median and along the west side of Collier Boulevard and realigns portions of the adjacent CR 951 Canal. Multimodal improvements include the addition of bike lanes along Collier Boulevard, as well as two 10-foot-wide shared-use pathways along the west side of Collier Boulevard and along the west side of 39th Street SW.

The Collier Boulevard Widening Project will remove the existing bridge at 25th Avenue SW to accommodate the proposed improvements. The new replacement bridge will be at 27th Avenue SW.

A Public Information Meeting at the 60% design stage was held on April 6, 2022. The following displays were provided:
