Interim Chief

Bruce Gastineau

Gastineau_BruceBruce Gastineau is the Interim Chief of Collier County EMS. Interim Chief Gastineau began his career with Collier EMS in November of 1993 as a part-time EMT. He quickly rose through the ranks and has held various positions throughout the department including: Emergency Medical Technician, Paramedic, Lieutenant, Captain, Flight Paramedic, Battalion Chief, Assistant Chief and currently Interim Chief.

Interim Chief Gastineau was one of the founding members of the ALS Engine Swap program with the City of Naples Fire Department. He is passionate about continuing education and was an EMT/Paramedic Instructor for over fifteen years at Edison Community College (now know as Florida Southwestern State College).

Interim Chief Gastineau earned a Bachelor's in Science from Indiana State University. As well, he currently holds his Fire Instructor III certification and has held various instructor certifications in ITLS/ ITLS regional coordinator, ACLS/BLS, and PALS.

Deputy Chief of Operations

Tony Camps

Camps Tony Camps started his employment with Collier County EMS in December of 1999. He started as a Paramedic completing in a short period of time his onboarding and credentialing process.  In 2001 was promoted to Lieutenant while concurrently completing the Bureau of Fire Training Minimum Standards. Shortly thereafter Camps joined the ALS Engine program participating in all the available exchange programs as well as the Special Operations Response Team (SORT). In 2008, he qualified and entered the Swat Medic program soon promoting to Battalion Chief in 2010. In this role Chief Camps served as Flight Medic, supervised daily shift activities as well as special operations personnel and response.  In 2013 he was promoted to Deputy Chief overseeing Special Operations, Logistics, Infection Prevention, CISM, and a variety of special projects. Deputy Chief Camps remains actively engaged in the day-to-day operations as well as the development of opportunities to enhance service to the community and partnerships with internal and external stakeholders. Camps is passionate about learning new skills and perfecting ones trade.  He maintains a wide range of professional certifications, is a Certified Public Manager graduate from Florida State University, holds a bachelor’s degree in Emergency Services Administration and MBA in Human Resource Management.

Interim Deputy Chief of Training

Kori Louro

LouroKori Louro has been serving her community as a Paramedic since 2006. During her career at Collier County EMS, she has been part of the Search and Rescue team and also a Field Training Officer. In 2014 she was promoted to Captain. Kori attended Edison State College (now Florida Southwestern) and received a degree in Emergency Medical Services and Registered Nursing. She also spent time at Edison State College as an EMT/Paramedic instructor.  She is a graduate of the 2018 Certified Public Manager Program. Her job responsibilities as a Captain consist of new hire onboarding, quality assurance/improvement, quality management for the MedFlight Program, and much more! She holds instructor certificates in BLS, ACLS, PALS, and PHTLS. She has received accolades from the Sons of the American Revolution for her work at the Special Needs Shelter during Hurricane Irma and from Greater Naples Chamber of Commerce for her work at Covid vaccine clinics.

Captains

Thomas Ouillette

Thomas Ouillette has been employed by Collier County EMS since November 1995. In May 1996 he became a county credentialed Paramedic, then promoted to Paramedic Lieutenant in December 1997. In July of 2002, Thomas was promoted to Field Training Officer (FTO) where he spent the next thirteen years training state certified Paramedics, leading them to obtain county credentialing with the Medical Directors. 

In November 2015, Thomas was promoted to EMS Captain in the Training office. He became the AED coordinator, maintaining a registry of more than 2400 AEDs at more than 900 sites throughout Collier County. Additionally, he provides CPR with AED education throughout the community, and assists these communities with obtaining AEDs. 

With his FTO experience, Thomas now coordinates the credential process for all EMS Paramedic Trainees. This consists of: a 120-hour, in-house paramedic academy, oversight of their field internship with FTOs, a review board of field Paramedics, and final interviews with the Medical Directors. 

Thomas has completed course work in Emergency Medical Services Technology and is currently enrolled in a Mobile Integrated Health program through Seminole State College. He has also completed: 

  • Firefighter 1 training in July 1996 
  • Air crew curriculum course in 2015 
  • International Trauma Life Support instructor in May 2015 
  • AHA Advanced Cardiac Life Support and Basic Life Support instructor in October 2015 
  • AHA Pediatric Advanced Life Support instructor in October 2015 
  • NAEMT Pre-Hospital Trauma Life Support instructor in 2020
Anthony Maro

Maro

Anthony Maro has been employed by Collier County EMS since September 2006. Maro came to Collier EMS from Pennsylvania with 17 years’ experience as a Firefighter, EMT, and Paramedic. In addition, Maro served for the US Navy as a Hospital Corpsman. In 2007, Maro was promoted to Company Officer and took on the responsibilities of a Field Training Officer. As an FTO, he trained new and experienced paramedics on treatment modalities to improve their skills and help them provide quality medical care. In 2008, Maro was promoted to the Collier County Tactical Medic program, where he soon became the Tactical Medic Team Leader. Maro held the position of Team leader until October 2014.

In December of 2014, Maro was promoted to Captain where one of his many concentrations is on the continuing education for the entire EMS Department and allied agencies. He is the chairman of the Collier County Community Drug Response Team and the Co-Chair for Age Friendly Collier. He is involved in multiple social service needs for Collier County to include homeless and veteran initiatives. 

Captain Maro is a National Registered Paramedic and is an instructor for CPR/First Aid, Pediatric Advanced Life Support, Advanced Cardiac Life Support, Advanced Stoke Life Support, Prehospital Trauma Life Support, Stop the Bleed, and Incident Command (ICS classes). 
Matthew Allen

Matthew Allen has been employed with Collier County EMS since March 2007.  Matthew graduated from Millikin University in 2003 with a Bachelor’s Degree in Communication. In the spring of the same year, Matthew completed his EMT curriculum and began working for a transport service in Chicago.  Matthew worked three years for the transport company during which time he completed Paramedic school and by the beginning of 2006 was a Nationally Registered Paramedic.

 

After moving to Florida is 2006, Matthew worked for Broward General Hospital in the ER prior to accepting employment with Collier County EMS.  While working for Collier County EMS, Matthew became county certified in 2007 and completed the first Tactical Medic testing and accepted that position in 2008. In 2014, Matthew became the Honor Guard Team Leader and in 2015 the Waterborne Strike Team Leader.  Matthew was promoted to Training Captain in May of 2015.

Matthew has been heavily involved in teaching the Active Assailant and Stop the Bleed programs since March of 2017. These programs have trained over 10,000 people in that timeframe. Matthew is an instructor for AHA in Basic Life Support, Pediatric Advanced Life Support and Advanced Cardiac Life Support. He is also an American Red Cross instructor in First Aid/CPR/AED, Basic Life Support and Advanced Cardiac Life Support. In addition, he holds an instructor license for Prehospital Trauma Life Support from the National Association of Emergency Medical Technicians.

 

 

 

 

Thomas McColloch

Thomas McColloch began his career with Collier County EMS in October of 1998. He became a credentialed paramedic the following year. McColloch is cross-trained as a firefighter and entered the newly created ALS Engine program shortly after credentialing. McColloch was promoted to the rank of Lieutenant and served for 6 years prior to a brief hiatus where he worked for Lehigh Acres Fire Rescue as a Firefighter/Paramedic. In July of 2007, McColloch returned to CCEMS and quickly re-credentialed earning the rank of lieutenant once again.

McColloch became a Field Training Officer (FTO) in 2016 and has successfully trained many of CCEMS current paramedics. McColloch was one of the first to test and promote to a Captain Intern in 2020. This position was created to help prepare road paramedics for the Captain position and learn the in's and out's of the training department

McColloch helped to revamp and organize the CCEMS Peer Support/CISM Team. The Peer Support team takes a very proactive approach to the mental health of all our local first responders. McColloch helped to forge a partnership with the non-profit organization, Golden Paws Assistance Dogs, to have therapy dogs and K-9 handlers assigned and trained on the Peer Support/CISM team. These specially trained K-9’s assist in post-call debriefings after a critical incident. They also go with their trained handlers to perform station visits. McColloch was officially promoted to the rank of Captain in October of 2023. McColloch is a certified AHA instructor in Basic Life Support, Advanced Cardiac Life Support, and Pediatric Advanced Life Support. McColloch also served proudly in the US Army.
