Welcome to the Community & Human Services Division online. Collier County has a long history of providing services to citizens that meet family's basic needs, both health and social, when there is no other resource available to families. The Community & Human Services Division provides comprehensive services such as prescription and assistance to those in need in addition to managing affordable housing opportunities in the community.  We "stretch" the service dollar to provide the most needed services to seniors and indigent residents including in-home care.

HUD PY 2023 Annual Action Plan and Citizen Participation Amendment

Public Notice for Public Comment Period and Public Hearing

Citizen Participation Plan Announcement

 Collier County is developing its PY 2023 Annual Action Plan as required by the U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan serves as the County’s application for Federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and the Emergency Solutions Grants (ESG) Programs. This Annual Action Plan determines expenditures for projects that will be conducted in the 2023 program year, which runs from October 1, 2023, to September 30, 2024. The County is also amending its Citizen Participation Plan. The Citizen Participation Plan details the public participation and community involvement activities related to the development of the Consolidated Plan, Assessment of Fair Housing, Annual Action Plan, Performance Reports, and future amendments of such plans.

 

Collier County, along with its entitlement city, Naples, has been allocated $2,574,633 in CDBG funds for PY 2023. In addition, unobligated  prior year funding is $166,256 and estimated program income of $29,000 less $5,800 administration. Eligible activities for CDBG funds include but are not limited to construction of public infrastructure and construction or renovation of public facilities, and public services in accordance with 24 CFR § 570.201. Approximately 100% of the total allocation will benefit low and moderate-income persons.

 Collier County has been allocated $844,948 in HOME funds for PY 2023 to expand the supply of decent, affordable housing for low and very low-income families. In addition, prior year funds total $812.00 and estimated program income of $31,571. Approximately 100% of the total HOME allocation will be used to benefit very low and low-income citizens.

 Collier County has been allocated $211,534 in ESG funds for PY 2023.  ESG funds may be used for emergency homeless shelters operations, re-housing of homeless individuals and families, Homeless Management Information Systems (HMIS), and homelessness prevention activities and outreach. Approximately 100% of the total allocation will benefit the homeless or individuals/families that are at risk of homelessness. 

 Proposed projects for the PY 2023 funding year include:

 CDBG Program: 1) Public Services - $130,000; 2) Acquisition and Rehab - $1,550,000; 3) Program Administration $520,726; 4) Unallocated (to be determined) $574,962.

 HOME Program: 1) Housing Programs (unallocated to be determined) - $662,937; 2) CHDO - $126,742; and 3) Program Administration - $87,652.

ESG Program: 1) Emergency Shelter - $126,920; 2) Rapid Rehousing and Homeless Prevention - $68,749; 3) HMIS Support - $0.00; and 4) Program Administration - $15,865

 The County is also amending its Citizen Participation Plan.

 Public Comment Period

There will be a public comment period from May 18, 2023, through June 17, 2023, regarding the One Year Action Plan and the Citizen Participation Plan Amendment.  During this period, the draft Plan will be available for review in all County public libraries, at the Public Information Desk in the Harmon Turner Building on the Collier County Government Main Campus, in the Community & Human Services (CHS) Division office located at 3339 E Tamiami Trail, Building H, Suite 213, Naples FL 34112, and the Collier County web site at www.colliercountyfl.gov. – Public Services Department, Community and Human Services Division. The document is available in a format accessible to persons with disabilities upon request. All comments (received through the CHS office, either written, by telephone, via email, regular mail or in person) from citizens will be considered in preparing the final One Year Action Plan for PY 2023.  CHS will respond to all comments in writing within 15 days of receipt.

 Public Hearing

A public hearing will be held to take input on the draft HUD PY 2023 Annual Action Plan and the Citizen Participation Plan Amendment. It will be held on Thursday, June 1,  2023, from 9:00 a.m. to 11:00 a.m. at Community and Human Services offices at 3339 E. Tamiami Trail, Building H, Suite 213, Naples FL 34112. Collier County will consider any comments or views of citizens received in writing or orally at the public hearing in preparing the Annual Action Plan. Arrangements can be made through the Collier County Community and Human Services Division at least five (5) working days prior to the public hearing. Assistance can include, but is not limited to, assistance for non-English speaking persons and for those who require a sign language interpreter.  The County must receive reasonable time to respond to any such request.

 Final Action

Adoption of the PY 2023 One Year Action Plan and the Citizen Participation Plan Amendment is scheduled for Tuesday, July 11, 2023, at a regularly scheduled meeting of the Board of County Commissioners. If, for any reason, this item is continued by the Board of County Commissioners it will be heard at the July 25, 2023, Board of County Commissioners regular meeting, with no further advertising required.  This provides the ability to meet the HUD deadline for the Action Plan submittal on August 16, 2023. The Action Plan may be amended after this time, should the need arise. El condado de Collier está desarrollando su plan de acción anual para el año del programa (program year, PY) 2023 según lo requerido por el Departamento de Vivienda y Desarrollo Urbano de EE. UU. El plan de acción anual sirve como la solicitud del condado para obtener fondos federales bajo el programa de Subvenciones en Bloque para el Desarrollo Comunitario (Community Development Block Grant, CDBG), las Asociaciones de Inversión HOME y los fondos de Subvenciones para Soluciones de Emergencia (Emergency Solutions Grants, ESG). Este plan de acción anual determina los gastos de los proyectos que se llevarán a cabo en el año del programa 2023, que se extiende desde el 1.º de octubre de 2023 hasta el 30 de septiembre de 2024. El condado también está realizando una enmienda al plan de participación ciudadana. Además, los fondos del año anterior suman un total de $812.00 y los ingresos del programa se estiman en $31,571. Aproximadamente el 100 % de la asignación total de HOME se utilizará para beneficiar a ciudadanos de muy bajos y bajos ingresos.

 Al condado de Collier se le han asignado $211,534 en fondos de ESG para el PY 2023.  Los fondos de ESG se pueden utilizar para operaciones de refugios de emergencia destinados a personas sin hogar, al realojamiento de personas y a familias sin hogar, el Sistema de información para la gestión de personas sin hogar (Homeless Management Information Systems, HMIS) y actividades de prevención y divulgación de personas sin hogar. Aproximadamente el 100 % de la asignación total beneficiará a personas sin hogar o a personas y familias que corren el riesgo de quedarse sin hogar. 

 Los proyectos propuestos para el año de financiación del PY 2023 incluyen los siguientes:

 Programa de CDBG: 1) servicios públicos: $130,000; 2) adquisición y rehabilitación: $1,550,000; 3) administración del programa: $520,726; 4) sin asignar (a determinar): $574,962.

 Programa de HOME: 1) programas de viviendas (sin asignar aún, a determinar): $662,937; 2) CHDO: $126,742; y 3) administración del programa: $87,652.

 Programa de ESG: 1) refugio de emergencia: $126,920; 2) reubicación rápida de viviendas y prevención para las personas sin hogar: $68,749; 3) apoyo de HMIS: $0.00; y 4) administración del programa: $15,865.

 Período de comentarios públicos

El condado de Collier tendrá en cuenta cualquier comentario u opinión de los ciudadanos recibidos por escrito o en forma oral en la audiencia pública cuando se prepare el plan de acción anual. Se pueden hacer arreglos a través de la División de Servicios Humanos y Comunitarios del Condado de Collier al menos cinco (5) días hábiles antes de la audiencia pública. La asistencia puede incluir, entre otros, asistencia para personas que no hablan inglés y para las que requieren un intérprete de lenguaje de señas.  El condado debe recibir un tiempo razonable para responder a dicha solicitud.

 Acción final

La adopción del plan de acción de un año para el PY 2023 y de la enmienda al plan de participación ciudadana está programada para el martes 11 de julio de 2023, en una reunión programada regularmente de la Junta de Comisionados del Condado. Si, por alguna razón, la Junta de Comisionados del Condado continúa con este tema, se abordará en la reunión ordinaria de la Junta de Comisionados del Condado del 25 de julio de 2023, sin necesidad de publicidad adicional.  Esto brinda la capacidad de cumplir con la fecha límite de HUD para la presentación del plan de acción el 16 de agosto de 2023. El plan de acción puede modificarse después de este tiempo, si surge la necesidad.
