The Collier County Board of County Commissioners (the "County") announces the availability of funds and is requesting applications for the consideration of providing local government support for qualified multifamily housing developments that meet the goals of the County and comply with applicable federal and state law. The County has adopted the following guidelines to set forth the general requirements and procedures that apply to the financing of multifamily housing developments. The County may waive specific provisions of these guidelines where good cause is shown and adequate supporting documentation is provided. Any waiver is at the sole discretion of the County. In addition, these guidelines may be amended, revised, repealed, or otherwise altered by the County with or without notice. The County specifically welcomes requests for proposed alternative resident programs or development/unit features.

All applications submitted will be reviewed by the County’s Affordable Housing Advisory Committee, which will make recommendations to the County Manager. The County Manager will then decide whether or not to support commitment letters and loans providing Local Government Support for developments applying for FHFC funding and who are seeking the Local Government Area of Opportunity Funding, pursuant to Resolution No. 2019-207. Submission of an application does not entitle the Applicant to financing, even if sufficient funds remain.

The County will not consider issuing commitment letters to provide financing for any development unless the applicant has satisfied the general requirements set forth in these guidelines, submits a timely, complete, and acceptable application, and complies with all of the procedures and requirements contained within the County’s application procedures and program guidelines.

The County reserves the right to impose additional requirements on any particular development. Compliance with these guidelines does not and shall not create any right by an applicant to a commitment or assurance that the County will provide the requested financing.

The County provides local government support to assist in the construction, rehabilitation, and permanent financing of multifamily housing developments. The County anticipates sufficient funds to be available to fund one applicant.

The maximum amount of the Local Government Support loans that may be applied for pursuant to this Notice of Fund Availability (NOFA) is the amount that will allow local projects to score the maximum points or preference for the Local Government Area of Opportunity Funding.  

THE COUNTY RESERVES THE RIGHT, AT ITS SOLE DISCRETION, TO NOT FUND ANY APPLICANT AT A LEVEL REQUIRED FOR THE LOCAL GOVERNMENT AREA OF OPPORTUNITY FUNDING. THE COUNTY ALSO RESERVES THE RIGHT TO MODIFY THIS NOFA PRIOR TO THE APPLICATION DEADLINE BASED UPON CHANGES TO FHFC RFA 2023-201 OR DECISIONS MADE BY THE COUNTY.

All applications received will compete with each other and be selected by the County for the available funding. Applications will be reviewed against the criteria listed below and, if selected, each loan will be subject to the minimum loan terms stated below.

NO CONTACT WITH BOARD OF COUNTY COMMISSIONERS AND/OR AFFORDABLE HOUSING ADVISORY COMMITTEE (AHAC) MEMBERS AFTER THE DATE THE NOFA IS ISSUED UNTIL THE AHAC MAKES ITS RECOMMENDATION TO THE COUNTY MANAGER. During this period, no Applicant, Applicant Agent and/or Representative may contact members of the Collier County Board of County Commissioners and/or AHAC members concerning their application, any other applicant’s application, the merits of their firm, or any other aspect of the application and selection process. Violation of this prohibition will result in the disqualification of the Applicant and all of their developments.

Applications related to FHFC RFA 2024-201 are due no later than 12:00 PM, Eastern Daylight Time, June 7, 2024. PUBLIC NOTICE

Pursuant to federal regulations governing Collier County Community & Human Services and HOME – 24 CFR 92.356, County employees who participate in an eligible housing strategy administered by the Division must be publicly disclosed.

 

The public is hereby notified of the following:

  • Employee herein contained had submitted a request for funding through the normal submission process and had been determined eligible for funding consideration. Eligibility was based upon household income, household size, and credit worthiness. Applicants were eligible to receive the same benefits available to eligible non-County persons.

     

  • Mandy Mojica, employee of Collier County Board of County Commissioners Community & Human Services, has applied for assistance through one or more eligible County Housing Assistance Programs.

     

  • The Assistant County Attorney and the Collier County Commission on Ethics offered an official opinion that the aforementioned applicant’s participation in the HOME Grant Program was not a conflict of interest and did not violate State of Local law.

FY2024-2025 HUD and SHIP Grant Application Cycle

 

The Collier County Community and Human Services Division (CHS) announces the opening of the FY2024-2025 grant application cycle.   During FY2024-2025, Collier County is scheduled to receive federal funds from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), and State Housing Initiatives Partnership (SHIP) funds.

 

The pre-application period for local, State and Federal grant funds will begin on Tuesday, January 9, 2024, and will continue until 12:00 p.m. noon on Friday, January 19, 2024. Those invited to complete a full application will be notified prior to January 31, 2024. The full application portal will be opened to invitees Wednesday, January 31, 2024 and will close at 12:00 p.m. noon, Wednesday, February 21, 2024. The pre-applications will be available through the CHS website at www.colliercountyfl.gov under the CHS Main page link and paper copies of the application may also be obtained at our offices at 3339 Tamiami Trail East, Suite 211, Naples, FL 34112.

All pre-applications must be consistent with the Collier County’s Consolidated Plan and/or SHIP Local Housing Assistance Plan (LHAP).  Pre-application and full application details are provided in the FY2024-2025 Grant Application guidance. 

Application Guidance:

Administered by the U.S. Department of Housing and Urban Development (HUD), the federal programs projects must meet one or more of three national objectives:

 

  • Benefits low- and moderate-income persons or households who earn at or below 80% of the median income
  • Aids in the prevention or elimination of slums or blight
  • Qualifies as a certified urgent need

 

Collier County, along with its entitlement city, Naples, will receive approximately $2,574,633 in CDBG funds, $844,948 in HOME funds and $211,534 in ESG funds for the 2024-2025 grant cycle.   State SHIP funds totaling approximately $3,000,000, if allocated, will also be included in this grant application cycle. Funding amounts are subject to change based on actual amounts awarded from grantor agencies and availability of funds. Awards made under SHIP may only be used to support homeowner strategies such as Purchase Assistance, Housing Rehabilitation, Demolition & Replacement of Manufactured Homes and New Construction Assistance and other identified strategies.

One-on-one technical assistance meetings are mandatory in order to be considered to be invited to submit a full application. Those interested in applying in the FY2024-2025 funding cycle should contact CHS by calling 239-252-2339 to schedule a meeting between January 25, 2024, and January 30, 2024. No applications will be accepted unless a pre-application and a one-on-one technical assistance meeting have occurred.

 

Any questions, comments, clarifications, or changes made during the technical assistance period and/or with individuals will be made public on or about January 31, 2024, on the CHS website and through an email blast.

PROGRAM YEAR 2022 CONSOLIDATED ANNUAL AND PERFORMANCE EVALUATION REPORT (CAPER) FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM AND EMERGENCY SOLUTIONS GRANTS PROGRAM

Collier County's PY 2022 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) is available for viewing and public comment from November 20, 2023, to December 5, 2023.

The CAPER is comprised of statistical and financial statements and narratives describing activities carried out during the 2022 program year. During the program year, Collier County expended the following federal funds: approximately $3,239,210.57 in CDBG funds, $373,056.67 in HOME funds, and $199,220.98 in ESG funds. For CARES Act funding: $1,989,856 in CDBG-CV funds, and $1,043,151.36 In ESG-CV funds, with all expenditures benefiting very low to moderate Income persons in Collier County.

PUBLIC COMMENT PERIOD: Copies of the draft CAPER will be available at all of the Collier County libraries as well as the Collier County Community and Human Services Division, 3339 E. Tamiami Trail, Suite 213, Naples, FL 34112 and on our website, www.colliercountyfl.gov, during the public comment period. The public is invited to review the draft CAPER and submit written comments to the Collier County Community and Human Services Division at the address above no later than 4:00 p.m. on December 5, 2023. The CAPER, including a summary of public comments received, will be sent to the U.S. Department of Housing and Urban Development prior to December 28, 2023. If any hearing/visually impaired, disabled, or non-English speaking persons require assistance to review the CAPER, please contact the Collier County Community and Human Services Division at (239) 252-4663.
