The CDBG program began under the Title 1 of the U.S Housing and Community Development Act of 1974. CDBG program objectives are to develop viable communities that provide decent, safe and sanitary housing, a suitable living environment and expand economic opportunities primarily for persons of low and moderate income.
In 2001, Collier County qualified for an urban county entitlement. This entitlement status significantly changed the level of CDBG funding available with limited success. Collier County's entitlement status also made it eligible to receive and access other HUD programs for communities and non profit agencies including the Home Investment Partnership Program (HOME), Emergency Shelter Grants (ESG) and HUD Homeless Assistance Programs.
Collier County awards CDBG funding to eligible communities and non profits through a competitive application process. Collier County has consistently met and exceeded its required expenditure rate as required by HUD.
Collier County CDBG funds have been used for projects in these major program areas:

100% of Collier County CDBG funds assist low-income and moderate-income residents.
The CDBG program has considerable flexibility allowing organizations to carry out activities that are tailored to their unique housing needs and community development needs. It represents an important partnership among Federal, State, and Local governments, business and non profit sector in carrying out activities which improve the lives and neighborhoods of low-income and moderate-income families.
